I am not sure what the link you have provided is supposed to be good for, it has nothing to do with the problem. It also gripes me a bit that a lot of the Microsoft hits I found to this problem were responded to with something like "you're in the wrong forum, go to another one" without providing a link to the problem in the target forum.The bigger problem here appears that people may not know how to describe the problem they're having, because Microsoft's OS encourages them to treat documents as if they are programs. I know you can't assume a user knows that if Excel doesn't start at all, it probably has to be (re)installed, although you really should be able to. Anyway, here's the problem as I experience it:Excel 2003 is installed and works just fine if I start Excel and then open a spreadsheet with Ctrl+O the menu, etc. Likewise, if Excel is already running and I double click on an Excel 2003 or 2007 file on my desktop or in Windows Explorer, focus switches to Excel and the selected file is opened (and the 2007 file converted) as expected. The problem occurs only if I double click on an Excel file on the desktop or in Windows Explorerwhen Excel isn't already running .This was not always the case, so something has changed, and since I don't play games or download and install every piece of crudware I'm offered by web sites or upgrades, I suspect it was an update. Since MS programs are all I use for office type work (spreadsheets, word processing, database, email, finance), nothing I might have updated or upgraded should have changed any file associations related to Excel, so I suspect a Microsoft upgrade had a bug in it (possibly one of the 33 I've gotten since Aug 1, 2010).Unfortunately, since I only rarely start programs by double clicking on their document files, I have no idea when the problem started. The exact error message is "Microsoft Office Excel requires the file 'MSOINTL.DLL' to run. Run Setup again to assure proper installation." Before I waste another couple of hours (including the time it takes to fix Microsoft's inconvenient defaults to something useful), it would be helpful if someone would explain what MSOINTL.DLL does (MicrosoftOfficeInternational? I do use the Language Bar to select different keyboards).
