Hi,

More detailed information would be very helpful. such as: Is this device detected by your PC? if detected, what is the status of the device, when did this issue occur? since you upgraded to win8.1 or just recently?

First make sure that the datacard is not broken.

Reinstall the usb controller for a test

• Expand Universal Serial Bus controllers. Right click a device and click Uninstall. Repeat for each device.
• Once complete, restart your computer. Your USB controllers will automatically install.
• under Device Manager.
• Update the drivers for datacard from the manufacture website
• Meanwhile, please keep your BIOS and chipest drivers up-to-date.
