Hope this is the right place for this question have vista all of a sudden i am not able to run or save any file i try to download. windows defender and firewall are turned of, i have norton 360, and it is also off. can't seem to get a handle on this. any ideas?

Hello, Before going any further, I want to know your issue more clearly. 1. when did the Internet Explorer issue occurr and did you install some third-party software or update package before the problem existed? If so, we might temporally uninstall them to check whether they cause the problem. 2. does the issue occur on all file type downloading or some files with the specified extension? To narrow down the cause of the issue, let us perform the following steps. System Restore Note: If you have some important documents or files which were created after the restore point, please backup those data first if necessary. 1. Before we start, please close all open files and close all open programs. 2. Click Start; click All Programs; click Accessories; click System Tools; and click System Restore. The System Restore user interface should appear. 3. Click Next. 4. From the restore points available, select an appropriate restore point before the issue occurred and click Next. 5. Click Next again. The restore process will run and your system will restart automatically. Run IE with No Add-ons Click Start, copy and paste Internet Explorer (No Add-ons) into Start Search box and press Enter. Open a webpage to have a test. Reset IE7 Settings 1. Click Start button-> Control Panel. 2.Change to Classic View on the left pane and double-click the Internet Options icon. 3.On the Security tab, click Default level button for each icon in the Select a zone to view or change security settings. 4.Click to Programs tab, and then click the Make default button if it is not grayed out. 5.Click to Advanced tab, click Restore advanced settings button in the Settings area. 6.Click the Reset button in the Reset Internet Explorer settings area and Click OK. 7.Click Apply, and then click OK. Run Windows Vista in Clean Boot Environment 1. Click the Start Pearl, in the Start Search bar, copy and paste "msconfig" (without quotation marks) and press the Enter key to start System Configuration Utility. If you are prompted for an administrator password or confirmation, type the password or provide confirmation. 2. Click the Servicestab, check the Hide All Microsoft Services box and click Disable All (if it is not gray). 3. Click the Startup tab, click Disable all. 4. Click OK and restart the computer.
