No, you may not download and install a copy of Windows 7 for free! I suppose that by "download", you mean "install". You may activate Windows 7 on as many PCs as you have purchased licenses for. Unless you bought the Family Pack, it's one PC. There is nothing that physically prevents you from installing a retail copy of Windows on as many machines as you desire. (It's what Microsoft calls casual piracy. It has been a violation of the license agreement for all versions of Windows.) The WPA (Windows Product Activation, introduced with XP) system won't allow you to activate more than one at a time. Windows 7 will only run for 30 days without activation.

You will have to purchase the product and then you will receive an Activation Key and a link for the download. You cannot use the Activation Key on your laptop to install Windows 7 on another computer. The are no free downloads open to the public.
