I have gone as far as disabling popup blocker,I logged in as limited user on a vista PC with ie7,once I added the site to trusted zone, I got the info bar. however allowing the install would require administrative password. As far as Iam concerned, this exactly defeats the securitydesign and principal. A user should be allow to run activex in his local environment from trusted zone wihout impacting to others on the same pc albeit he shoudl be pompted for the isntall. The user should not be required to get admin authority to install globally for the entire PChopefully windows 7 get this right and the rest of the developer teams from microsoft will keep this in mind when requiring user to install activex
