I have used the "require a password" feature for when my computer wakes from sleep for many years through, different computers, several operating systems and currently in Windows 7. After more than a year of normal operation, I noticed about six months ago that when my computer wakes from sleep, it does not require a logon password. The "require a password" is selected under "password protection on wakeup" section of the power options system settings. As you can see by browsing this thread in the Microsoft answers forum, I've tried several different solutions including creating a new Windows user account. This solves the problem but only for a few days, after which the problem returns. I recently changed the screensaver from "blank" to "none" which solved the problem for a few days, only to return. I suspect that your computer actually does not enter Sleep Mode, what you saw is just that the monitor is turn off. You may change power plan from Control Panel, do not allow to turn off the monitor.
