If you are logging in as Administrator (the account whose password you want to change), then try typing CTRL+ALT+Del and then choose "Change a password". Also, right-click Computer and click Manage. Select "Local Users and Groups" and then select Users. Click the properties of the Administrator account and make sure "User cannot change password" is unchecked.
