cant uninstall programs
my computer started showing the error message that internet explorer is not working properly. i purchased norton 2012 antivirus ran a scan and it knocked out my internet explorer. also i cannot uninstal programs from my control panel

You must had a virus causing the problem.
Download install MalwareBytes run this to scan for anymore malicious software that could be installed.
Go to the Run command type sfc /scannow this should fix any system file corruption.
What is actually happening when you try to uninstall programs?
