cannot create restore point, error 0x080070514 not all privileges or groups referenced are assigned to the caller
this is a new installation of win7 pro, after adding the workstation to the domain, i then tried to create an new restore point from both admin and users set as admin with no success, i trie was able to delete all the restore points as well as stop and restarted the system restore, but cannot create a new one under local policies/users rights assignement I cannot add or remove users from the backup files and directories policy, even when im an admin.

UAC is off, firewall is off, antivirus is off. cannot find any event log related. i setup a second machine and same thing happened. i installed windows 7 64bit clean install, everything goes fine, with these two machine, i used a vpn connection to join the domain, and it is when I setup a new user as an admin on the machine that new person is unable to create restore point. more bizarre is the first one now works but i cannot figure what i did to make it work. i deleted the profiles, remove the domain, ran a microsoft fix that was about restoring permissions, joined again recreate the user and finally was able to create a restore point.
