can't access internet with url but can with ip
well pretty much I have been able to access web site with ip address (only google so far), but i can't seem to do it with the url address.

You have a DNS issue. Open an elevated command prompt (right-click, run as administrator) and type ipconfig /flushdns. See what happens then. If still bad, you may have a corrupt or compromised hosts file (c:\windows\system32\drivers\etc).

yes, seams to be a DNS problem
first check with
>ipconfig
if appear a DNS value
If doesn't:
A: If your IP address is configured static, re-enter and add a DNS IP address
B: if you obtaing a dynamic address,
B1. ipconfig /release
B2. ipconfig /renew
Check again if you received friom the DHCP server a DNS server IP address
If don't, ask to net admin/ DHCP server admin to check and fix the issue - is a problem on the DHCP server
If you have a DNS Ip address
ipconfig flushdns
and try to resolve a name using from command
nslookup www.cisco.com
You should receive an IP address.
If don't ask to net admin to check - is a problem with DNS server ( if you have on in your intranet )
If you received one. goto web browser and goto www.cisco.com
If isnt' OK , check browser config
If is OK. YESS. Great

well tried all that, still having problems, also i gave tried other ip addresses they won't work, only google seems to be.

in your browser delete all temp file, a re-check
Alo check for firewall.

Click Start, then Default Programs. Select "Set your default programs". Make sure that Internet Explorer is your default program. Then back to Default Programs, click "Associate a file size or protocol with a program", make sure that *.url files are opened

As Darien suggested please make sure that your host file is not corrupted or comprised. Very often when the computer gets infected with a Virus, it will modify the host file to prevent you from getting to web sites that could remove the virus.
Scan your computer for Viruses.
Run "ipconfig /all" and see if you have DNS set at all, and if it is set properly
IPv4 Address. . . . . . . . . . . : 192.168.0.100(Preferred)
Subnet Mask . . . . . . . . . . . : 255.255.255.0
Default Gateway . . . . . . . . . : 192.168.0.1
DNS Servers . . . . . . . . . . . : 192.168.0.1
If you have a router then your DNS and the Default Gateway will have a same address.
If everything looks fine but still not working try setting google as your DNS server.
Set your DNS to 8.8.8.8
