administrator's account was locked out after create new user
I can't believe it, why? There was no screensave activated, no wrong password attempt, the computer is not connected with any network. I tried clean boot and disabled all that can be disabled, the problem was same as before. If I change account lockout threshold into 0 the problem was solved. Why? Is there any connection between create new user and that threshold? I don't think it is a solution, is it a bug of window 7 ?

I’m a little confused with what you said. “If I change account lockout threshold into 0”, how and where did you change? The user account control settings? And how did you create the new user? I have a similar issue. I have two windows 7 machines that have DoD IA STIGs applied which sets up security on the system. They both behave the same way. I haven't pinpointed what causes the issue but, it does seem to occur when adding accounts. There are several users with administrator privilege and all accounts with administrator privilege get locked out simultaneously. Account lockout threshold was 0 on my systems. I wasn't sure if during the new account addition, if someone tripped the account lock out by inccorrect password > 3 times but, all the other users certainly did not execute incorrect password 3 times. Account lock out works fine during normal operation (when accounts have not been added). Only the account with incorrect passwords locks out.

This sounds awefully too familar. I already have a question here that is very similar or the same issue dealing with UAC causing lockouts while creating new users. By default and design, once a user is created with Administrative rights, the built in local administrator account is disabled. This has been the default behavior since Windows Vista. This is to prevent rouge applications running under the local admin context since it was discovered that most users fail to assign a password to that account. Once you create a user that has administrative rights, you must manually reenable the local administrator account. Once you reenable the local admin account, any additional users you create with admin rights WILL NOT disable the local admin. Again, this is by design for security reasons.
