Hello shadowfox143,

What do you mean about a bad dl?
As soon as you log on as admin, you get a black screen? How about other accounts?

If only the admin account has this issue, please take a look at the following article to fix the corrupted profile.
http://windows.microsoft.com/en-hk/windows/fix-corrupted-user-profile#1TC=windows-7
This article is about Windows 7, and the Windows 8.1 is similar.

If other accounts have the similar issue, please open regedit and set the key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\Shell to explorer.exe.
For more information about fix black screen issue, please take a look at the following article

What i mean by a bad dl is i chose a fake download site while trying to get chrome and it had a virus or something that attacked the admin profile. The guest profile works fine.

Hello shadowfox143,

Do you mean that you can normally log on standard user account and cant log on as admin account?
Only get black screen? Does the shortcut like Ctrl + Alt + Delete work?

If so, please log on as the standard user account and take the following steps for troubleshooting:
1. As the system is attacked, please run the antivirus software to scan the system
2. If you can use the shortcut Ctrl + Alt + Delete, you could check if the explorer.exe in the processes and create a new task explorer.exe in tast manager.
3. Go to Control Panel\User Accounts and Family Safety\User Accounts\Manage Accounts , and change the standard user account type to administrator.

Best regards,
Fangzho
