Workaround for Applications Requiring Admin Rights
We are running everyone in standard user mode or least user privilege. We have one application that requires admin rights to install. Is there anything that can be done to allow users to install this without giving them an account with admin rights? Most of the users that will need to install this might be on a situation where they are off-site so deploying it or having a sysadmin installing it for them isn't an option. Anyone else run into something similar? Thanks!

Yes, you can use Group Policy with Windows Server to Assign the program to the computers in a specific Organizational Unit. This will automatically install the package (must be MSI). On the operating System itself, however, there are no known methods (aside from reducing the control levels of UAC or going into local security policy) that will allow you to do this.

Are there any good free tools for converting an exe -> msi? Right now i've been trying to use this AppDeploy Repackager. It seems to be decent for free. We don't have configuration manager so I can't deploy them as exe's. Is that still the case? Thanks!

I have not tested this but doing a google search for EXE to MSI yielded the following: http://exetomsi.com/

There is an EXE to MSI repackaging site with tips/tricks and info about the topic. They recommend to use EMCO EXE to MSI Converter. Hope this helps.
