Windows store apps for child account
I have recently bought a laptop with Win 8 and upgraded to Win 8.1. I have an Outlook.com id and so am able to access apps from Windows store. But I want to give my children, who have their on local accounts, access to Windows Store apps. Since they are below age limit, I don't want to open a Microsoft account for them. Is there any way to do this? Can I share apps I have downloaded with local accounts?

You don't have to open a Microsoft account for them. I am not sure, but I would assume you cannot share apps between accounts since apps are associated with each individual user.

However you can use the following link which will help you setup your Windows 8.1 PC so that you kids can use it.
