Windows reader for windows 8.1

How can I add notes and ink-based notes to PDF file?

For example, I've created a PDF file made of JPGs only and I can't find how to add notes with this app.

Open Windows Reader and select  any text area (eg. by left click button of mouse) , Add a note feature will immediate
