For some reason, the Windows apps are displayed in Chinese language while the rest of the system is in English. All the user accounts have the same problem, including the newly created ones.  Those I have the Chinese language installed as an input language, I never changed the system locale or the display language to Chinese.  Moreover please notice that not every user of the computer system reads Chinese.

How can I rectify it without resetting the system?

I try to take a screenshot to show the problem.  However, the Snipping Tool seems to work on desktop only.

The Country or region is already set Australia.
The Windows display language is already set English (Australia).
The Language pack installed is already set to English (United States).

I have tried two apps, I managed to change the contents back to English.  However the icon on the menu is still in Chinese, such as the .  I can't find a way to change the + though.
