Windows apps shows in the language other than English.

For some reason, the Windows apps are displayed in Chinese language while the rest of the system is in English. All the user accounts have the same problem, including the newly created ones.  Those I have the Chinese language installed as an input language, I never changed the system locale or the display language to Chinese.  Moreover please notice that not every user of the computer system reads Chinese.

How can I rectify it without resetting the system?

I try to take a screenshot to show the problem.  However, the Snipping Tool seems to work on desktop only.

This may happen if you have installed any other language apart from English. If that be the case you can configure that easily.

To change your primary language, follow these steps:        

  1. Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
    (If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)
                

  2. Tap or click Time and language, and then tap or click Region and language.            

  3. Tap or click the language that you want to use, and then tap or click Set as primary. The language you choose will appear at the top of the Languages list.
