Windows Vista administrator account does not have full admin rights
I'm working on a computer for a relative, and something is totally confusing me here - There are three accounts designated as administrator accounts, yet the one I am working on is limited in some way and I cannot figure out how or why - I can't run regedit, as it says my system administrator disabled that feature, and some other parts of the UI cannot be used, like "Folder and Search Options" is greyed out. I can access anything I want from another account, but that doesn't solve the issue as to why it's disabled on another one.I'm using Vista Home Premium.

Just to add some more information to this problem.. I've looked online as to how one would disable access to the registry via adding a registry key to HKU/uid/Software/Microsoft/Windows/CurrentVersion/Policies/System/DisableRegistryTools, however no such key or value exists in any part of my registry for any user. I suspect some kind of malware has done this to the computer, because I was given the PC to clean up and have removed a few viruses and malware programs. The interesting problem however is that this problem is only limited to one account, and I can make new administrator accounts without issue that have full access to the system. Does anybody have any other idea as to why some features of windows would be disabled for a specific user, while there seems to be no key present that would cause this?
