Windows Vista Service Pack 2, Network not working, base filtering engine service not starting (access denied)
This bug seems quite old, and I found an old thread on this forum: http://social.technet.microsoft.com/Forums/en-US/itprovistanetworking/thread/5744a4b6-31a2-4f2e-b27e-e99627be5abaI tried the registry fix mentioned at the bottom of that thread and I also tried the following Microsoft support page:http://support.microsoft.com/kb/943996It seems that when I change the permissions in regedit, when I boot up, all my work on changing the registry permissions has disappeared.I don't know why this service has stopped working. Everything was fine and I don't remember making any technical changes recently. However I did have a problem with some faulty RAM which had to be removed lately. I don't think that could be related.My computer is on a domain and that might be a contributing factor as it seems a lot of people experienced this problem not long after joining one. However everything I could find on google was very old. Maybe a hotfix or something has been made now.I should also point out it is a 64 bit system.I've tried system restore with no luck of it even working. I get an access denied error there as well.

Hi, Thanks for posting in Microsoft TechNet Windows Vista Forum. To troubleshoot this kind of issue, I would like to propose the following suggestions: 1. Make sure that Remote Procedure Call (RPC) service and DCOM Server Process Launcher service is started. Because Base Filtering Engine depends on these two services. 2. Reset security settings to the default settings. http://support.microsoft.com/kb/313222 3. Add everyone group with full control to HKLM\System\CurrentControlSet\Services,this will get you the ability to create registry subkeys. Then perform changing the registry permissions again. The RPC and DCOM Process Launcher are running. I tried setting the everyone group with full control to HKLM\System\CurrentControlSet\Services and did the permissions again to the registry. Once again the permissions are lost, including the permission for Everyone. I also tried the Fixit to reset security settings to their defaults with no avail. Also I discovered networking is actually working, accessing shares, using a browser, Outlook 2007, but not simple tools like ping.

Hi, Thanks for your prompt reply. Based on the current status, I would like to suggest that you use SC command to troubleshoot this kind of issue. 1. Open a command prompt by running as administrator. 2. Run sc start bfe, and see if it starts. If it doesn't start, please run sc sdshow bfe command to display Base Filtering Engineer security descriptor and post in this thread. SC http://technet.microsoft.com/de-de/library/cc754599.aspx By the way, I noticed that you are joining a domain, to troubleshoot whether this issue is related to domain settings. I would like to suggest that you log off domain to see if it works. Change domain ========== 1) Press WIN + R to open System Properties window. 2) Click Change settings under Computer name, domain, and workgroup settings. 3) Click Change button. 4) Check Workgroup and type in Workgroup. 5) Click OK and restart the computer to see if you can connect to network. Hi, Thanks for your update. Additionally, I would like to provide the following methodto try. 1. Find another available computer and open Registry Editor to locate: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BFE 2. Export the registry to 1.reg at the desktop, then copy this reg file to your own computer. 3. Open Registry Editor to locate: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BFE 4. Export the registry to 2.reg file and import the 1.reg file which is from another available computer. 5. Restart the computer, and open Services window by typing service in the Start Search box, and pressing Enter. 6. Find Base Filtering Engineer Service and manually start it to see if it works. If it is started, click stop then click start. Hope this helps. Thanks

Regarding the current situation, some system installation files must be corrupted, thus I'm afraid that you need to perform a reinstallation to resolve this problem completely. Hello all,since this seems to be an access denied restriction on creating subkeys here's a solution that worked for me:open the registry editor and navigate toHKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BFE\Parameters\Policy\Persistent.Right-click on subkey "Persistent" and select "Permissions...". In the permissions dialog select "Add...", then "Advanced...", "Find Now", select "Everyone" and "OK"."OK" once again and in the permissions dialog select "Full Control". Do the same for HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BFE\Parameters\Policy\BootTime\Filter.Afterwards you should be able to start the Base Filtering Engine.Hope this helped,regards,Chris

*sigh of relief* Chowi's fix worked for me, my BFE service starts now and so do the services that depend on it, but the Windows Defender service and the Routing and Remote Access service aren't starting, but it isn't the old "dependency group/service failed to start" thing, it now says "it started but stopped, probably cause nothing was using it", something along those lines, wow it's been months now, I'm really grateful. thanks Chowi. my only problem now is the Diagnostic Policy Service(DPS), it still isn't starting, I tried Chowi's fix again on DPS/Enum, DPS/Parameters, and DPS/Security, still doesn't work. thanks again Chowi.

Good to see there isa fix. I already eradicated the problem by upgrading the system to Win7.
