I cannot install updates on my windows 8.1 due to the error 80070246.

Can you download the update from Microsoft Download Center and manually install it successfully?

If it even cannot be installed manually, you have to check the CBS log. In my previous cases, there are related information like below in the CBS log:

Failed call to CryptCATAdminAddCatalog. [HRESULT = 0x80070426 - ERROR_SERVICE_NOT_ACTIVE]

Please find your CBS log and post the information for further research.

In my case, we resolved this issue by checking the status of the Cryptographic Services. It was not starting. Found the service was configured to run in local admin account.

Did your computer come with Windows 8.1 or did you upgrade it? I would suggest running the Windows Update Troubleshooter.
You may also want to check that the update KB2919355 has been installed. For some people, refreshing the computer resolved this issue.
