Navigate to HKLM\Software\Policies\Microsoft\Windows\WindowsUpdate
Delete all values with this 0x80070057. Then run the the following fix it tool.

Reboot the computer and verify that the problem has been resolved.
This did not help, I cannot find the folder WindowsUpdate as you had mentioned. I was able to follow the registry up to the point of
HKLM\Software\Policies\Microsoft\Windows\
but I couldn't get to WindowsUpdate because it wasn't there.
Is Windows Update service started ? Can to stop and start it ?
Ideally, the service creates this key.

From your state, both of resetting Windows Update components and performing System Restore dont work for the issue. I infer there is something wrong with the registry service and I guess the most possible reason for the issue is ISO image which you use to install your windows may have problem so that System Restore doesnt work.
Anyway, firstly I suggest you perform a clean install to check whether it exists a conflicting software and scan the virus in safe mode to exclude the possibility of virus that could lead to the issue. After that, use SFC tool to repair the problem.

Secondly, please download the online Windows Update Troubleshooter from the link below if you havent use the online troubleshooter to troubleshoot it.

If it doesnt work for the issue, you can try DISM command below, because Windows corruption errors may prevent Windows updates installing.
DISM.exe /Online /Cleanup-image /Restorehealth
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:<var>C:\RepairSource\Windows</var> /LimitAccess
