Windows Update Page Will Not Load, Explorer Stops Working & Restarts
I recently had to reinstall Vista Home Premium 32 bit. I was able to update the necessary services packs (1 & 2) and programs by shutting down and restarting several times. But whenever I click on the Windows Update link it won't load and
says Windows Explorer has stopped working and is restarting. Unfortunately there are no error codes that I know of to share. I've searched for similar problems but was unable to find anyone describing my problem. I believe I'll be fine going forward since
I am able to update by simply turning off my computer but it is a bit annoying and I'd like to what I am updating before I do so.

The first NT Status code means
// MessageId: STATUS_DEVICE_DATA_ERROR
// MessageText:
// STATUS_DEVICE_DATA_ERROR
#define STATUS_DEVICE_DATA_ERROR ((NTSTATUS)0xC000009CL)
And the second is Access Denied.
It says your file (wucltux.dll) is damaged.
Try running System File Checker.
Click Start - All Programs - Accessories -
Right click Command Prompt and choose Run As Administrator. Type (or copy
the below line and one blank line underneath and right click in the command
prompt window and choose Paste).
sfc/scannow
Then copy the following two lines separately including the blank line.
To view it
-------------
findstr /c:"[SR] Cannot" %windir%\logs\cbs\cbs.log |more
To copy to clipboard
---------------------------
findstr /c:"[SR] Cannot" %windir%\logs\cbs\cbs.log |clip
* The character preceding more (|more) and clip (|clip) at the end of each
line is the pipe character not an l (L) or a 1 (one). Press Shift + \ for
the pipe character, usually above the enter key.
Post the results here.

You can try opening the install.wim file on the Windows DVD with a program
like http://www.bitzipper.com/
Problems:
1 Your computer manufacturer may have used a different way to reinstall
windows - so you won't have a wim file.
2 The version of the files on the install DVD are now probably older than
what you require.
Ask people you know if they run Vista. Else you need to reinstall windows.

If I find another Vista user what would be my next step? How do I get those files from a non-corrupt computer?
November 2nd, 2011 9:50pm
Copy them to a usb drive. Note some of these files won't be on all
computers.
C:\Windows\System32\tpm.dll
c:\Program Files\Movie Maker\en-US\CaptureWizard.exe.mui
c:\Program Files\Windows
Sidebar\Gadgets\Clock.Gadget\images\system_settings.png
c:\Windows\IME\IMESC5\DICTS\PINTLGJ.IMD
c:\Windows\System32\wucltux.dll
c:\Program Files\Common
Files\SpeechEngines\Microsoft\TTS20\en-US\enu-dsk\M1033DSK.WIH
To copy them into your system do the following
Click Start - All Programs - Accessories -
Right click Command Prompt and choose Run As Administrator. Type (or copy
the below lines and one blank line underneath and right click in the command
prompt window and choose Paste).
takeown /f C:\Windows\System32\tpm.dll /a
takeown /f c:\Program Files\Movie Maker\en-US\CaptureWizard.exe.mui /a
takeown /f c:\Program Files\Windows
Sidebar\Gadgets\Clock.Gadget\images\system_settings.png /a
takeown /f c:\Windows\IME\IMESC5\DICTS\PINTLGJ.IMD /a
takeown /f c:\Windows\System32\wucltux.dll /a
takeown /f c:\Program Files\Common
Files\SpeechEngines\Microsoft\TTS20\en-US\enu-dsk\M1033DSK.WIH /a
icacls c:\Windows\System32\tpm.dll /grant Administrators:f
icacls c:\Program Files\Movie Maker\en-US\CaptureWizard.exe.mui /grant
Administrators:f
icacls c:\Program Files\Windows
Sidebar\Gadgets\Clock.Gadget\images\system_settings.png /grant
Administrators:f
icacls c:\Windows\IME\IMESC5\DICTS\PINTLGJ.IMD /grant Administrators:f
icacls c:\Windows\System32\wucltux.dll /grant Administrators:f
icacls c:\Program Files\Common
Files\SpeechEngines\Microsoft\TTS20\en-US\enu-dsk\M1033DSK.WIH /grant
Administrators:f
You can now copy the files from the usb drive to the harddrive.

Hi Sabrina,
I tried both of your suggestions using the installation disc but they were unsuccessful. I'm still looking for someone who has a Vista computer to copy the files from.
I did download a wucltux.dll file from some website but I'm unsure how I would go about replacing the old corrupt file with it.

I suspect you had a disk error as several windows files were corrupted.
Reinstalling was a good choice. Unlike earlier versions of Windows, Windows
self repairs automatically.
I'd run a full disk scan. In a command prompt type
chkdsk c: /r
This will take overnight.

To have Windows warn you when it repairs (by deleting corrupt data) type
fsutil repair set C: 9
to see what the current status is type
fsutil repair query C:

OK, I plan to run the full disk scan tonight but I'm unsure what order I should be prompting the 3 commands you described. Should I wait until the full scan is finished before I type
fsutil repair set C: 9 , and then
fsutil
repair query C: ?
As I understand it now;
run command prompt as administrator,
type chkdsk c: /r and hit enter - let
the scan finish overnight,
type fsutil
repair set C: 9 and hit enter - wait till finish,
and then type fsutil
repair query C: and let finish

The first command checks the disk. The second command turns on warning on
data loss when automatic repair is on. It doesn't matter what order you run
them in.
The third command was in case you were interested in what the setting
currently is. There is no need to run the third command.
