Download the Network Activity Indicator, I found that if you put the networkindicator.exe into windows directory and run as admin works best. This will put that network activity icon in task bar, with a few more features to use. Same one for win 7 and this works for win 8.1.

And if you start it with task scheduler and set it to run on login with the highest privileges, it'll be there and you wont have to answer the elevated task prompt.
