Hello Ehsan Mokhtari,
Please take the following steps for troubleshooting:
1. Use the CPU-Z tool to check the RAM
https://technet.microsoft.com/en-us/magazine/ff626495.aspx
2. Try to use the RAM in other Windows 8.1 computers and check if the issue still exists.
3. Run the Memory Diagnostics Tool
a. Press Windows key and X key together, click on Control Panel.
b. Select the System and Security in the Control Panel.
c. Open the Administrator Tool, it is the last option under System and Security.
d. In the administrative tools window opened you have a show list of options from which click open the 'Windows memory diagnostic'.
Best regards,

Have you attempted to update your BIOS or contacted Sony about the improperly reported frequency? As this information is passed through the system firmware to Windows, I suspect that the improper reporting may be a firmware issue.

Also, if you have run CPU-Z, please post a screenshot of the results to show us if the improperly reported memory speed is seen by other software, or only by Task Manager.
