Windows Store not working after connecting to Domain

Setting up Surface Pro.  Performed initial setup using Microsoft ID and went fine.  Ran all updates and installed Windows 8.1 Pro from Store.  All was good until added to domain.  Added to domain, logged in as domain user and could not access Windows Store.  Get message:

We weren't able to connect to the Store.  This might have happened because of a server problem or the network connection timed out.  Please wait a few minutes and try again. (0x80070005)

System did get domain policy.  Firewall is disabled.  No antivirus installed.

Store is still accessible if I login with initial local account.  Tried connecting domain account with Microsoft ID and still could not access Store.

Hi,

This error code means to be permission issue.

Please locate this folder C:\Users\[user name]\AppData\Local\Packages after Showing hidden files in File explorer, and find one for Windows Store.

Then follow steps in this article to change ownership to this problematic account of this folder and check the issue again:

Did you drop the firewall or disable the service? Disabling the service will break the Store as well as quite a few other things. Windows expects to talk to the firewall service to perform some setup functions when a new user logs in, and these steps fail if the service isn't active.
