Windows 8 scrolls anything that can scroll without user interference.

Recently my Windows 8 started scrolling anything that can scroll by itself (with no user interaction at all).

Shortly after I open a web page in IE or Chrome and start reading, the page scrolls down a little. The same happens in Visual Studio, Word or anything that can scroll.

Even the Windows 8 Start Screen scrolls a little to the left shortly after starting Windows and continue to scroll a little to the left after a while and continue to do that repeatedly.

I tried reinstalling the mouse driver, but it didn't help. Then I tried unplugging the mouse, but pages are still scrolled without any user interference at all.

Did you use laptop? According to your description, Im not sure where the problem it is, but you can follow the steps below to check this problem.

Method 1: if this problem just occurred recently, try to make a system restore to resolve this problem.
