Photoshop has a mouse cursor issue. The accepted solution is to chang the DPI scaling of test to anything BUT exactly 150%:

Now I got another problem: A Windows 8 that keeps resetting DPI to exactly 150%! *facepalm*

When I manually enter 149, it get's rounded to the next ComboBox value. If I set it to 125%, on relog it is 150% again. I still can try a few tricks later (computer in use), but anybody having an idea what could cause this?
