Please clarify our query on Windows 8 Prof or Enterprise version act as a Terminal Server or Not ????

Terminal server is a server product, if you mean multiple access to remote application. You cannot install Windows Server product on client operating system. More precisely, in Windows Server the terminal server (RDS) is a feature that is enabled by administrator and except administrative access it must be licensed separately (CAL plus remote access licenses)

In Windows client operating system there is a possibility to reach remote client operating system via RDP. You should enable remote access. However this remote access is single user and only one user can work at the same moment, either local or remote, but not both.
