Windows 8 Network Browsing With Windows 2003 Master Browser

I have a Windows 2003 server with Windows XP clients that are able to browse the network normally.

Windows 8 is unable to browse the network unless one of the Windows XP computers is on and working as a backup browser.  For some reason, it wont get a server list from the master browser and a "net view" command almost always returns "A remote API error occurred."  The Computer Browser service in Windows 8 will not run when the Windows 2003 master browser is running.  Also, the Windows 2003 server is unable to get a server list from the Windows 8 browser, so it doesn't help to disable the browser on the server.

I don't want to have to leave a Windows XP computer on all the time as a crutch for Windows 8 being broken.

Microsoft, please help fix this!
