Windows 8 GPO Applied Background not showing up

I have a GPO applying to set a desktop background.  The Background does not apply.  When I look in Personalize, I see a thumbnail of the background in Unsaved Themes.  When I click on the Windows Default Theme, the background gets applied.  If I click on the Unsaved theme every thing is still applied.  Is there any participial reason why this is not happening automatically?  Anyone Else run into this?

It seems the Registry key [HKEY_CURRENT_USER\Control Panel\Desktop\WallPaper] is missing at first with unsaved theme and caused this problem. After applying the default theme, it creates the value.
