Windows 8 Copy/Move Dialog In Background

Every time I copy/move something in Windows 8, that dialog that pops up is always in the background.
Anyone else having this problem, how do I change it so its the foreground? 

In addtion to this, sometimes when I click on the recycle bin and hit empty, it takes a few seconds to 20 seconds to give me the dialog that pops up.
And things like that, randomly.

Hi,

Does this occur if you copy in Safe Mode? Please try and inform the result. I think this is caused by 3rd party software.

Hi, I get the same issue of copy dialogs appearing in the background, but only since upgrading from Windows 8 to 8.1. A friend of mine also has the same issue since 8.1 only. Neither of us, however, have any problems with emptying the recycle bin. The initial comment is probably referring to two different, possibly unrelated, problems.

Will there be a fix for this? It's especially annoying when the copy dialog wants to prompt for "overwrite existing files", for example.

Got the same issue after reinstalling laptop. I see that Juke Chou's post is marked as Answer, but I guess I miss exactly how it fixes this issue. Can anyone elaborate on that? Thanx in advance.

So, what was the solution? What 3rd party software does this? Marking something as a solution that has nothing but a question and a vague statement of a theory is not helpful to the other users that have the same issue. Sorry to sound harsh but I would really like to know the answer to this.

THis is not a third party app, this is a windows behaviour, this is by design. And i don't know why someone marked this silly mention about safe mode as a solution.
