I recently upgraded my Dell Latitude 5420 laptop from Windows 8 to Windows 8.1. The first upgrade via Windows 8.1 media CD (downloaded from Microsoft licensing site) did successfully. The office 2013 stopped working, I reinstalled it. The laptop is connected to windows domain on my office network. The laptop started giving problem from day one. It hangs on every restart. Also, many programs such as task manager, event viewer does not respond. The windows 8.1 system remains on, it does not freeze however, it does not respond to any third party executable such as data card setup. If I tried to restart or shutdown, it hangs. I have to forcefully shutdown my laptop.
I reformatted my laptop freshly with windows 8. Upgraded with 64 windows update and then again upgraded to windows 8.1 via media CD. It happen successfully. However, the laptop started giving similar problems again after 3-4 days. This is happening 4-5 times a day. Sometimes, the office application will give error 'Microsoft office can't find your license for this application' and will close. I have to restart the laptop completely to use office application again. When I try to do Control Alt Delete to bring up the Task Manager to end the task, nothing happens. I end up having to restart the system, but when I hit restart the system hangs at the "Restarting" screen and I have to manually shut down the system and restart. Again, this is happening 1-2 times per day and has become fairly frustrating. Event the event viewer will not open. After forcefully restarting, I can see some errors in event viewer as mentioned below;
'Kernel Error' Processor performance has been reduced.'Group policy errors'
'No proper shutdown detected'
The issue is not yet resolved.
The similar problem are happening to other Dell OptiPlex 3010m desktops as well in my office. These are new desktop with Windows 8 OEM OS and all are upgraded to Windows 8.1 via media CD. All PCs hangs on restart and does not respond to task manager.
