Windows 8.1 upgraded from Windows 8 - hangs on restart & shutdown. Does not respond to task manager, event viewer and other programs

I recently upgraded my Dell Latitude 5420 laptop from Windows 8 to Windows 8.1. The first upgrade via Windows 8.1 media CD (downloaded from Microsoft licensing site) did successfully. The office 2013 stopped working, I reinstalled it. The laptop is connected to windows domain on my office network. The laptop started giving problem from day one. It hangs on every restart. Also, many programs such as task manager, event viewer does not respond. The windows 8.1 system remains on, it does not freeze however, it does not respond to any third party executable such as data card setup. If I tried to restart or shutdown, it hangs. I have to forcefully shutdown my laptop. 

I reformatted my laptop freshly with windows 8. Upgraded with 64 windows update and then again upgraded to windows 8.1 via media CD. It happen successfully. However, the laptop started giving similar problems again after 3-4 days. This is happening 4-5 times a day. Sometimes, the office application will give error 'Microsoft office can't find your license for this application' and will close. I have to restart the laptop completely to use office application again. When I try to do Control Alt Delete to bring up the Task Manager to end the task, nothing happens. I end up having to restart the system, but when I hit restart the system hangs at the "Restarting" screen and I have to manually shut down the system and restart. Again, this is happening 1-2 times per day and has become fairly frustrating. Event the event viewer will not open. After forcefully restarting, I can see some errors in event viewer as mentioned below;

'Kernel Error' Processor performance has been reduced.
'Group policy errors'
'No proper shutdown detected'

The issue is not yet resolved.
The similar problem are happening to other Dell OptiPlex 3010m desktops as well in my office. These are new desktop with Windows 8 OEM OS and all are upgraded to Windows 8.1 via media CD. All PCs hangs on restart and does not respond to task manager.

Has this issue been resolved?

We are having the same issue with multiple machines.  Disjoining the domain is not an option as these machines need to remain on the domain.  I have been unable to perform a successful shutdown in over 2 weeks.  A manual restart is required.

I am also having the shutdown/restart issue with Windows 8.1 on my Surface Pro 2.

It simply WILL NOT shutdown or restart without a hard reset. I have tried to leave it for hours in that state to see if it just needed time, to no avail. Therefore, I cannot install (4) waiting updates that need to run at shutdown. This really is poor, as my system just sits there with the rotating dots.

Also, not sure if this is a related issue, but since the 8.1 update, I cannot access ANY of my local network resources when connected via Wifi. However, I can access the internet!? I can also access EVERYTHING when I use a network cable and ALL my other devices can access the network via the same Wifi access point/s. I have checked firewall settings and tried both DHCP and static IP configs (and yes, I know what I am doing as far as subnets, domains and workgroups are concerned).

Sadly, I was really keen to be impressed by the Surface Pro 2, but I am SO, SO disappointed!
