Windows 8.1 upgrade - new Start button unclickable.
I installed an inplace upgrade from Windows 8 to 8.1 x64. Both were clean installations, no other software was installed.
The new white 4 square start button doesn't work. It cannot be clicked on.

Oddly after a reboot it started working.
There seems to be a bug in explorer.exe or whatever handles the Start menu function after an upgrade.

How about your pen? In my case I have no trouble using my mouse on it but the only way that I have been able to get any response from it using my pen is by first overlaying it with the Touch Magnifier. YMMV.
The only thing I want it for is right-click, so I can get at the Command menu without having to use Win-X. However, I can always use the Touch Keyboard to do that if necessary.

I suspect the PC is not configured completely and the function is not responding at that time. However, after the whole reboot, the function works properly.
The issue doesnt occur on each Windows 8.1 after the clean install or upgrade. Please dont worry about it.

In addition, IE11 just might prove to be the ultimate failure.

I am having the very same problem and rebooting did not solve it. I have tried this many times an it will not work on
this machine.

I have the same problem. It doesn't work with a mouse. It works with touch, and if I move the taskbar to top or side of the screen as somebody said previously.
Sometimes when I move the mouse off the button (especially when I do this quickly) it goes to black with a blue Windows logo. Which suggests to me they have used some sort of Mouse-Over event in some logic.

I also have this issue... It is really annoying. Any chance that this will be resolved any time soon? @ Niki, the issue may not occur on each Windows 8.1, but I can tell you that no matter how many reinstalls/clean installs/reboots, the issue is not resolving.
The answer of not to worry about it is frustrating, and tells me that there is no plans to fix this bug.

the endless MS failures are truly remarkable at this point most especially in the Windows v8 product line. Brings back haunting memories of Windows Me.

your suggestion indeed did work for me, and I thank you for that, but this is something that shouldn't be necessary. MS, in my opinion, comes out with interesting innovation, but usually with 'holes' throughout.

It is a pretty annoying problem; quite distracting to be working on something and all of a sudden unable to click on Start. Anyone have any ideas what causes it?
