I ran the 8.1 upgrade, and it seems to be installed, in that if I try to run the installer
again, it says it's already installed, and the KB number appears in the Windows updates list. I used this file to upgrade:
Windows8-RT-KB2849636-X64.MSU
However:
1. None of the changes from 8.0 to 8.1 have occurred.
2. My system information says the installed version of Windows is 6.2.9200.16442.
Has anyone else experienced this?
Any suggestions?

Hi,
According to your description, you just installed the update that used to get the Windows upgrade in Windows store.
Thats to say, after you installed this update, you need to restart your computer then open Windows Store to check Windows store update, then you can find the Windows 8.1 update and install.
Please refer to the link below for more details.

Thank you, Roger. Before I saw your reply, I finally, after several computer restarts, saw the installation process begin, and complete successfully. Interesting that my initial restart (and a few that followed) did not begin the second phase of this process
right away. It was a good two weeks before the installation began.
