After reading your question, I guess you mean the website you mentioned is designed for TLS1.1 and TLS1.2, but you only find TLS1.0 in the package which you captured by using wireshark.
I would like to know whether the issue occurred in only one website. I suggest you can try to disable TLS1.0 in Internet Options and then capture the package again.
In addition to that, you would better to ask the website administrator to know more information about the website due to the website doesnt managed by Microsoft and we are not certain which security protocols the website really use.

Thank you for your reply.Most web sites seem to be able to support TLS1.0. Problem only came to light when I tried community.serif.com which as you say only supports TLS1.1/1.2. Investigating other browsers and web sites on my Win8.1 with wireshark I could only get TLS1.0 in the package. By elimination my Win8.1 seems to only support TLS1.0 based protocol. I cannot find any means to enable TLS1.1/1.2 in Win8.1. It is supposed to support them. I think if any TLS (or SSL3) is enabled in IE, my Win8.1 defaults to TLS1.0 and works with any site that includes support for TLS1.0.
I have emailed site administrator but they replied they used TLS1.2.
I have tested their site with https:// globalsign ssllabs com/analyse html?d=community serif com and sure enough they only support TLS1.1/1.2. (replace spaces with stops in URL except first one)
This does appear to be a problem with my Win8.1.
