Did you encounter any error messages?
First, please make sure that the connection between the Windows 7 machine and Windows 8.1 machine is fine, you can ping beween the Windows 7&8.1 machine.
In System Properties\Remote, enable "Allow remote connection to this computer" in your Windows 8.1 machine.
Make sure to turn on Network discovery and turn on file\printer sharing in control panel\Network and sharing center\Change Advanced Sharing settings.
Try to manually find the printer via printer name or tcp\ip address, check if it is accessable.
Temporarily disable the firewall\anti-virus program.
The connection is fine. I have no problem to use RDP to connect WIN7 pc. the issue is that it is mapping the printer within RDP session.
Printer on WIN8.1 computer is not mapping to WIN7 pc, which is working fine with WIN7 to WIN7.

Hi,
OK, pleaes check if you have disabled client printer mapping Computer Configuration/Administrative Templates/Windows Components/Remote Desktop Services/Remote Desktop Session Host/Printer Redirection/ Do not allow client printer redirection, uncheck this option.
When mapping printer from Windows 8.1 to Windows 7, please make sure that you have right version drivers installed for the printer in the target system.
