Windows 8.1 Mail App Doesn't Work Properly With GMail Filters

The Windows 8.1 Mail app doesn't seem to work properly with GMail labels, in the case when a single mail has multiple labels applied.

For example:

1) Let's say that via a filter, incoming e-mails are assigned a label "Label."  In the GMail web interface, Outlook, iOS, and every other client I've ever used, "deleting" this e-mail from the inbox will effectively remove the inbox label, leaving it in the "Label" imap folder (since GMail presents its labels as folders).  In the Windows 8.1 Mail app however, deleting it deletes it from everywhere - both from the inbox and from "Label."

2) Taking this a step farther, let's say you have a label applied to every incoming message, "To Archive."  Since you know that deleting a message from the inbox will cause the Mail app to "quietly" remove the "To Archive" label as well, I tell it to treat "To Archive" as the "Deleted Items" folder for this account.  This is obviously a bandaid to issue #1, with the hopes that I can remove something from inbox without also "quietly" removing it from To Archive.  But instead...it simply prevents deleting e-mails at all: now if you tap "delete" on a message in the inbox (which is also in "To Archive"), it doesn't do anything.

Edit: This issue apparently doesn't just apply to deletion, it applies to moving between labels/folders as well.  If a given e-mail is in both "Inbox" and "To Archive," and I drag it from "Inbox" onto a 3rd label, it doesn't just remove "Inbox" & add the 3rd label; it removes BOTH "Inbox" & "To Archive."  Again, this is not how it behaves in Google's web client, in Outlook, or in any other email client I've used.  Support for GMail labels really does seem to be fundamentally broken in this app...
