Windows 8.1 - keyboard and mouse won't work in safe mode.

PROBLEM:  

Keyboard and mouse both die as soon as Windows 8 installation CD's  'Choose your keyboard layout' screen appears.   I cannot go any further.

DETAILS     My Windows 8.1 installation is OK and ready for Windows 10 update.  I installed a new Wi-Fi driver and the computer 'got into trouble'  but I cannot start in safe mode to restore the system to an earlier date.  Asus told me that this is an OS problem, bios and USB settings are correct.

Is your computer a laptop or a desktop? Are you using a wireless keyboard and mouse? If you are using a wireless keyboard and mouse, you can try using a wired USB keyboard or mouse as a test. If you are using a laptop, try plugging an external keyboard/mouse into it as a test. 

Take a look at Windows Startup Settings (including safe mode) to boot into safe mode.
