Windows 7 x 64 Security Update KB2532531 Failing to Configure Error 80070083
I have been trying for months to make this update work. Basically, it installs successfully, requires a restart, and then does not configure correctly. Then it reverts changes, installs again, requires a restart again, in a miserable loop of unsuccessful
updating. My machine is a Lenovo ThinkPad L412. Below is the detailed information on the error. Any suggestions are welcome.

Okay, I have gone around with Microsoft Support on this, so here's what we tried. The result has been the same for all of these attempts: the same problem continued happening without any variation.
The issue may be caused by one of the following factors:
1. The installation is affected by some third-party security software. (No, I only have MSE installed.)
2. The downloaded installation file is corrupted. (Downloaded it manually, so no.)
Step 1: Run the System Update Readiness Tool
====================================
1. Please download the System Update Readiness Tool from the link below:
System Update Readiness Tool for

Note: This tool also applies to
Windows 7.
2. Double click downloaded file to run the System Update Readiness Tool. Then restart the computer and update again.
However, if the error persists, please proceed to next step.
Step 2: Rename the
Windows Update Softwaredistribution folder
================================================
This issue may occur if the
Windows Update Software distribution folder has been corrupted. We can refer to the following steps to rename this folder. Please note that the folder will be re-created the next time we visit the
Windows Update site.
1. Close all the open
windows.
2. Click "Start", click "All programs", and click "Accessories".
3. Right-click "Command Prompt", and click "Run as administrator".
4. In the "Administrator: Command Prompt" window, type in "net stop WuAuServ" (without the quotes) and press Enter.
Note: Please look at the cmd window and make sure it says that it was successfully stopped before we try to rename the folder. However, if it
fails, please let me know before performing any further steps and include any error messages you may have received when it failed.
5. Click "Start", in the "Start Search" box, type in "%windir%" (without the quotes) and press Enter.
6. In the opened folder, look for the folder named "SoftwareDistribution".
7. Right-click on the folder, select "Rename" and type "SDold" (without the quotes) to rename this folder.
8. Still in "Administrator: Command Prompt" window, type the command "net start WuAuServ" (without the quotes) in the opened window to restart
the Windows Updates service.
Note: Please look at the cmd window and make sure it says that it was successfully started. However, if it fails, please let me know before performing
any further steps and include any error messages you may have received when it failed.

From your email, I understand that after trying the suggestions, the update issue persisted. It installed but failed to configure after restarting the computer.
After checking the CheckSUR.log, I did not find any error. After checking the
Windows Update log, I found the same error 80070083.
This issue can be caused by corrupted system files. I suggest we use the tool below to scan the system files.
Step 1: Reset
Windows Update Components
================================
1. Access the link
http://go.microsoft.com/?linkid=9665683
2. Click "Run" when the "File Download" dialog box appears.
3. Follow the steps in this wizard.
Now try
Windows Update to see if the issue has been resolved. Please let us know if this step has resolved it. If not, please proceed to the next step.
Step 2: Use the System File Checker (SFC) to scan system files
=====================================================
The System File Checker tool enables an administrator to scan all protected files to verify their versions. To do so, follow these steps:
1. Click "Start", type "CMD" (without quotation marks) in the "Start Search" box. Right click on the "CMD.exe" file, choose "Run as Administrator"
2. Copy and paste "SFC /Scannow" (without quotation marks) in the opened
windows, and click "OK".
Note: There is a SPACE between "SFC" and "/Scannow", this command will take several minutes to complete and may require access to the
Windows installation source files. If you are prompted to insert the CD, click "Continue" each time it prompts.
After that, please restart the machine and test the issue again. If the problem still exists, please let me know whether SFC finds any errors.
If the SFC finds any errors, please help gather the following information for further research.

We can conclude our issue was caused by
corrupt system files as all other updates were installed successfully by
Windows Update. I suggest we perform an In-Place upgrade to fix the files and then test our update issue. (I don't have the Windows 7 DVD required to do this, as Windows came pre-installed on my computer. So, not a viable option.)... So
