Just wanted to check that you're installing the x64 version of RSAT tools on an x64 version of Windows 7? If you want the x86 version you need the file name x86fre_GRMRSAT_MSU.msu I'm installing SP1 now to see if I can repro your issue, but that's the first thing that comes to mind? It seems like if the inability to install key tools is "by design", it's a pretty poor design.

I have same problem ... but the reason why did I reply you is that, since I have started to make images of Windows 7 with SP1, we cannot do deployment through MDT. The error message that appears is: ERROR - Unable to find SETUP, needed to install the image \\"ServerName"\Distribution$\Operating Systems\"FolderName"\"ImageName".wim When I add Windows 7 images without SP1, it deploys images successfully Thanks !
