Windows 7 frequent 'Not Responding' on applications seems tied to antivirus live scanning (multiple antivirus programs)
Recently I have started having programs exhibit 'Not Responding' episodes (program becomes unresponsive for 3-30 seconds and that displays in the title bar) that have been widely reported here. I am using Windows 7 Ultra 64 with 8 Gigs of memory. I had installed this system several weeks back and it has been working fine, not exhibiting any hint of 'Not Responding' problems. I HAD NOT gotten to the point where I installed an antivirus program during that period. A few days ago I installed Microsoft Security Essentials and I first started experiencing the issue. I reverted back to a drive image I had made before the installation of the antivirus and the problem went away. I spent a day or so without antivirus again, and the issue did not reappear. I decided to try a different antivirus, and installed Avira AntiVir. Low and behold, the problem immediately reappeared. I disabled the AntiVir Guard live checking function and the problem seems to have gone away again. It seems to me as if Windows 7 is causing these 'Not Responding' stalls based on its interaction with the live antivirus checking. Can anyone confirm this. Note it might not be enough to disable the antivirus, it seems to help with AntiVir but did not help with MS Security Essentials (problem persisted). -Jim Heck

I have experienced similar behavior. With Antivirus enabled, experience issues starting applications. They just die.Thomas
