If by billions of colors you mean you have a four channel, eight bit (32bit=4 billion colors) as opposed to a three channel, eight bit (24bit=16 million colors) image, then you will be stuck with only a measly 16 million color image as Windows will automatically convert an image to a JPEG or to a BMP fileboth of which support 24bit color. Why the conversion you may ask? Performance. Having an optimized 24bit image takes less system resources to render than a hefty 32bit image where most people will fail to see any difference. In a lot of cases, even a 16bit image will look pretty good depending on the source image. Since rendering a background requires some CPU cycles, it is part of the reason that super high performance systems lack wallpaper of any kind.
