Windows 7 background group policy is not working
Hi We have just rollout 500 Windows 7 Professional computers in our organization.After rollout we have discovered that desktop group policy for Windows 7 is not working at all and it always display a black background.We've tried everything as per following Microsoft recommended KB article i.e installed Hotfix & modified registry settings HKEY_CURRENT_USER\Control Panel\Desktop\Wallpaper, but it doesn't fixed the problem. http://support.microsoft.com/kb/977944 We've also contacted Microsoft about this problem and initially they said that they will provide free support for this issue, but soon after that suddenly changed their statement and said that if Hotfix doesn't fix the problem, then their is a technical issue in our environment and Microsoft will charge $U399 for that issue. We are now frustrtaed with Microsoft and thinks that might be Microsoft intentionally put this bug in their operatiing system to make money. Can you please help

I tried this and what I found is it works if you apply it to an account that does not have a copied user profile. Furthermore if you do have a copied user profile (depreciated) if you change the theme to default windows or other packeged with the disk it will apply and thereafter can not be changed. The .jpg image must be the right pixel dimension.

Let’s try the steps below to narrow down the cause of this issue: 1. Run RSOP.MSC on client, make sure the wallpaper policy was applied. 2. If the policy was applied, check the permission of the wallpaper folder. Make sure Authenticated User has Read Permission. 3. Could you manually set the wallpaper? 4. Run "gpresult /v >>c:\gp.txt" and use Windows Live SkyDrive (http://www.skydrive.live.com/ ) to upload the file and then give me the download address.
