Windows 7 Won't Log on
I am running Windows 7 Pro on Toshiba netbooks in a Windows 2003 Server SP2 Active Directory environment. All of the sudden the windows 7 clients have randomly stopped allowing users to log on. They won't even allow the local admin account
to log on now. When a user tries to logon to a netbook they get the following error "An attempt was made to logon, but the network logon service was not started"
any suggestions?

Did you check to make sure the NETLOGON service was running on the Windows 7 system? Any GPOs that could be turning this Off. Check the event logs for any indication of problems.

No GPSs that I know of or can find. I can't even get in locally to the machine to check the NETLOGON Service

I would think that you would be able to log on locally to the computer. However, if that is not an option, I would proceed with booting up the system in the Recovery Console mode. You can access services from that environment.Visit: anITKB.com, an IT Knowledge Base.

You can try to restore the system in WinRE. You may refer:
Running System Restore from System Recovery Options
It is also applied in Windows 7.
