Windows 7 Machine on a Windows 2003 Domain
I have a Windows 7 Machine on a Windows 2003 domain. When we instituted a password policy we were unable to change the password on the windows 7 machine. It tells us we do not have permission when we try to change the password. However we are able to change
that password in active directory without a problem. And if the user logs onto a windows xp machine he has no problem changing his password.

Compare the Local Policies for the Password settings on the XP and Windows 7 machine using
gpresult.
For Domain GPO's password policies are applied to the computer objects, thus so long as the scope of the GP is applied to both systems they ought to have the same policy.

First, you could take the following steps to check the result:
Clear “User
cannot change password” in computer management.
1. Right click Computer select Manage
2. On computer management window under System Tools go to
Local Users and Groups and select Users
3. Right click on “Your User
Name” and select properties
4. Clear (Uncheck) "User cannot change password">>Click apply ad Ok>>Exit Computer
Management.
Or you could try to change your password at logon:
1.
Press CTRL+ALT+DELETE, and then click
Change a password.
2.
Type your old password, type your new password, type your new password again to confirm it, and then press ENTER.
If the issue persists, I suggest you could post to the Windows server forum, because it may be related to Windows 2003 settings :

We opened a case with Microsoft support and they resolved this issue.
