We cannot activate windows 7 in Microsoft Activation Server, we dont have problem with license because we still have available license (300/500 licenses). I change the time setting and time zone. Try activating the product via telephonic activation. If the problem persists, try re-installing the O.S. & then activating it again without applying any updates/service packs.
