Window 8.1 for PC and static IP settings.

I apologize for my English.
Problem is next:
When I try to set up static IP address to a Wi-Fi interface, I switch radiobutton in TCP/IPv4 configuration window for this interface into "Use the following ip address", then manually set IP, MASK, GATEWAY, etc., then press OK,OK. After that, a static IP is assigned. If I press "Details..." button in interface config window, I can see this IP address, but if I want to change this IP address and open TCP/IPv4 configuration window for this Wi-Fi interface, radiobutton again is set to "Obtain an IP address automatically".  When I try to set another IP address and after that open "Details..." again, I can see both, previous assigned and now assigned IP addresses! And its not all: when I disconnect from wireless network, then connect again, this static IP (address or addresses) in some cases (I did not understand dependencies) may revert to not configured state (169.254.x.x)!!
My questions is:
1.What should I do to just remove the previously assigned IP-address? (Now I use netsh in .bat file. Windows 8.1 cmd shell every time tell me, that netsh is obsolete and may be removed in next release of Windows OS, you should use PowerShell. When need to change IP configuration is often, then both this methods is uncomfortable)
2. How to set static IP, which will not be automatically changed/rewrited/deleted?
3. It is possible to change IP configuration behavior (in local policy, etc.),what was implemented since Windows 8 to state, that was implemented in earlier version of Windows (7, Vista, XP, 2000), where is this settings was been simple, unambiguous and adequate?

How many network adapters do you have ?Is this a domian environment?

To understand the issue clearly, please post screenshots here.

How did you do that with the netsh command line?
Usually we can use "netsh interface ip set address "Local Area Connection" static ipaddr subnetmask gateway metric" to configure the ip address.I have tried this command line in my own machine and it can work well.

We can configure the static ip address from the control panel or with the command line.
To get a more detailed information to troubleshoot,please run "ipconfig" and paste the ouput here.
For this issue,I suspect you have two network adapters.We can try to disable one and try to reinstall the network adapter driver to have a check.

I am not quite sure what is group policy you are referring to.All the group policies I can figure out related to the netwrok are located in this place:
User Configuration | Administrative Templates | Network | Network Connections
