Like Zigzag said, we need more information in order to help you quickly.

If you want upgrade to Windows 8.1 Enterprise from Windows 8.1, it's not available.

You can upgrade to Windows 8.1 Enterprise (Volume License) from the following operating system editions:

  • Windows 8 Pro
  • Windows 8 Pro with Media Center
  • Windows 8 Enterprise
  • Windows 8.1 Pro

Hi,

if your Windows 8.1 oem license is a professional Edition than, you can signan VL contract with Microsoft Partner for Windows 8.1 Enterprise as upgrade license. however, to sign an open contract, you need Minimum 5 licenses(for example 1 X Windows 8.1 Enterprise + other 4 products).

if your license is just a Windows 8.1 single language (it means the home Edition) than, you need to purchase a Windows 8.1 pro pack license or GGWA to be qualified to upgrade to Enterprise Edition in VL.
