PC working fine even today then this afternoon internet explorer started running slow, and then evrything crashed. Tried to run system restore only to find there were no restore points. Tried creating one manually, but creates as of today--after
the problem started so no help. Can operate some programs in safemode. When not in safe mode--nothing working now.

I would recommend to restore from installation media.
Are there any errors in event logs?
Have you tried clean and safe boot? I work with restore points in safe boot.

1. Scan the system in Safe Mode to check the virus
2. Test the issue in
Clean Boot mode.
3. Use the
System File Checker tool to check the system files.
