Hi DonButler,Did you make any changes on your machine prior to this issue?Yes, Windows Firewall can be turned on all the time.Let’s follow these methods & check if it helps.Method 1You may disable Microsoft Security Essentials temporarily & check if the issue persists.Note: Ensure to enable it back after you finish these steps. Method 2You may also follow these steps & check if the issue persists. Before we proceed, please first backup the Registry.Important: This section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. For more information about how to back up and restore the registry in Windows:http://support.microsoft.com/kb/322756a. Click Start, type ‘regedit’ in the Start > Run box, and then click ‘regedit’ in the Programs list.b. Locate and then click the following registry subkey:HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Security Center.c. In the right pane ensure the "firewall" related entries are set to "0".d. In the left pane, under monitoring, click down the list of 3rd party firewalls and ensure they do not have any overriding entries.e. Also check, if you have either of these keys:HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsFirewall\DomainProfileHKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsFirewall\StandardProfileIn the right-pane, delete the "EnableFirewall" value.Hope the information helps.
